Include "_stdint.h" instead of <stdint.h>. Fixes build on systems that do not have stdint.h, like Solaris 9 (fixes #166631).

Added a tarkin encoder/decoder plugin.
I moved the tarking CVS code in here temporarily until they have a
library (hence this plugin is in ext)
test with:
