sys/dvb/gstdvbsrc.c: Actually use the code-rate-hp parameter for DVB-S.

Actually use the code-rate-hp parameter for DVB-S.
It turns out setting to AUTO does not always work (
especially in diseq situations). Set by default to
FEC_AUTO.
