add new Kate plugin, for Kate overlay streams
katedec: Kate decoder (text only)
kateenc: Kate encoder (text and DVD SPU only)
katetag: Kate tagger
kateparse: Kate parser
tiger: Kate renderer using the Tiger rendering library
